say that the Board is all-volunteer.

There is certainly precedent within WikiMedia projects for
contributors with significant off-wiki responsibilities to be
compensated. Even Wikimedia Australia chapter has a budget of 33k

ralia/2018#Budget_and_resource_plan>. However
we would no longer be
able to use phrases like 'fully volunteer editorial board'.
