Eleri, actually I send a message to this list in November to ask for
translations, also a sitenotice asked people to contribute with
translations for almost a full month in Commons. The logic in the central
notice is: You get the message in your language, if that doesnt exist, in
english. Geo tagging doesn't play any part in it.

The last sentence of the site noice on cyWP is covered by the text in the
link you provided. However, the first sentence is slightly different -

have also requested a "Translation FAQ" to be written for this on Wikimedia
Commons, plus a link to the translation page to be added to the site notice
(similar to the links to meta). I hope that will help to decrease the
frustration levels of users on cyWP confronted by yet another English
message posted without warning, as far as I can see, on cyWP. Since the
site notice hasn't appeared on the Sorbian Wikipedia, it would not surprise
me if it turned out that the message is confined to some regions only,
including the UK, and that whoever is the administrator on the site notices
doesn't realise that there are 6 native languages with Wikipedias in the
UK! Grrrrrrrrrrr.

I don't know exactly how to do that. But I found a way to do this:
Go to page
http://commons.wikimedia.org/wiki/Commons:Picture_of_the_Year/2012/Translat…
and scroll down to the section "Announcements and sitenotices". Click then
the word Translated in row "English" and in column "Banners" to open
the
page with the English text that has the URL
http://commons.wikimedia.org/wiki/Commons:Picture_of_the_Year/2012/Translat…
Open the edit window of this page and copy the English text into the
clipboard, change the language code "en" in the URL to "cy" that you
will
have the URL
http://commons.wikimedia.org/wiki/Commons:Picture_of_the_Year/2012/Translat…
This will be a non-existing page. Open the edit window of this
non-existing page and copy then the English text into this window and
replace the English text by the Welsh one.
Finally you should create the Welsh link on page
http://commons.wikimedia.org/wiki/Commons:Picture_of_the_Year/2012/Translat…
Click the edit link behind the header "Translations" and copy the text of
another language (probably English) behind the language which is
alphabetically before the Welsh language code. Replace the language code of
the copied language by the language code cy of Welsh and set the
translation state to ready.
I'm sure you know how to do that all.
I did it for Upper Sorbian and Lower Sorbian and I hope it will work.
Unlike Welsh Wikipedia, in Sorbian Wikipedias the sitenotice doesn't appear
until now.
I hope that Commons doesn't choose the chapter language so the translation
into our minority languages will be for nothing.
