I suppose that you expect applications sent to wikimania-registration
is written in English (or any other Wikimania *official* language), so
should we translate only information (without application form
itself)?
Translate the information first; but also the application form can be
translated, especially into English, French, Spanish, Chinese, and
Japanese.
