There are really two stages to by-law drafting. In the first we try to
get the ideas right; in the second we try to get the words right. Wide
involvement is more important in the first than in the second. I think
that the main ideas are mostly agreed upon, but a few, notably purposes,
still need some work.
Once ideas are in place, a small group can work together to negotiate a
best wording, that it presents to the potential membership for approval,
either as a whole or in pieces. After that, and assuming everything
accords with the law and the WMF, we have something that we can take to
officialdom.

To be fair, there are probably a lot of people who are interested in
helping but who don't like reading through the legalese of bylaws. As
long as a couple of us keep at them, I bet we'll find a lot more
people willing to do work once we actually start doing real-world work.
