I do think that there should be a message included in

that is being supplied, and in this case its infringement on Copyright law.

There is no "person to speak to". Any autoconfirmed user can edit
templates. I have just added an explanatory note to that template myself
using absolutely no magical powers.
To do it, I figured out what that template was called (by looking at the
source code of the Thomas Mensah article), and found that it is
{{Copyviocore}}. Then I edited Template:Copyviocore to add the note. And
I hit "Save".
