There are enough people who are willing to work on it. They made their
own MediaWiki (http://wikii.itam.ws/index.php/Glavna_stranica). So,
the main reason for not opening is lack of the people who are willing
to work (besides political reasons which I don't want to comment).

So, what is the procedure? To make all things on
incubator.wikimedia.org? Who should give permissions to those people
there or is it necessary?
