I think you're right. I had second thoughts about that recommendation—a
cloud VPS for each tool would be unsustainable.
It may be possible to have runners in toolforge, and it would be
interesting to explore how that might work.
And while this doesn't help you today: we're working towards instance-wide
shared runners now.
I hope we'll have news to share in this space soon.
Release Engineering has this in our current sprint backlog and will be
making some updates to missing components over the next few weeks—stay
tuned.

We have runners available under the "repos" namespace (that is any project
under the umbrella of

But instance-wide runners are still in the works—you can follow progress
on Phabricator task T297426[1].
