The Cloud VPS seems to me a bit like an overkill in
this particular situation, but I may be mistaken.
This should be mostly limited to:
- request project / quota
- create VM (by clicking in web UI)
- apply puppet role (role::gitlab_runner) (also in web UI)
- run puppet agent... and the runner gets created for you
