Best we can tell goverments love copyright consultations but don't
seem to be interested actual changes to the law rather than
enforcement.

I find it hard to believe that money is really much of a motivator at
this point. I really doubt there is much of a market for this stuff. A
lot of it is pretty meh 18th and early 19th century stuff and even the
stuff in areas I know well I haven't seen before which means people
aren't out there buying it.
