I think some of the questions that Ravi and others have raised to the WMF
belong there. I have asked questions there myself.

If there is a COI issue, why is she involved now? Why did she visited India
officially to meet CISA2K?
To Anusuaya, you have written in that email sent to me that you were not
involved, I think you need to tell the whole community the same.
You said you were not involved, Asaf said on cisa2k proposal page that he
was not involved back then, then who was involved? You need to disclose
that, and bring some clarity, transparency.
If you guys don't disclose, then how would we believe that everything
happened properly without any bias/COI?

I would encourage the community members who have thus far engaged CIS-A2K with criticism to also take the time and effort to do the same with the Wikimedia India Chapter. As Asaf points out in the above conversation, the Chapter is a community created resource and I think it is upto the community to decide on the effectiveness of the work done by this organisation. Without community involvement, no matter how passionate the WMIN EC or a few members inside the Chapter are, it will not make any impact.
I see no communication from the WMIN EC on their own grant application and their status thereafter. I do believe they were wronged in not getting the funds they requested for. However, I think it would be mature to move on and also to use the interim period to build resources that seek to make WMIN's funding sources independent of WMF and to expand membership.
If the WMIN EC would thus like to engage the community, I would suggest that they open a conversation on wiki (preferably, Meta) in what they seek from community members and to try and understand what community members expect from the Chapter. Revitalising the Wikimedia India chapter is in the long term interest of the movement in India. Keeping the Chapter accountable is the community's responsibility. However, it is for each community member and not a few to make this decision. Help has been offered to the Chapter from WMF, CIS-A2K and I am sure from the community as well. I would love to see the chapter revitalised and a pragmatic programme evolved around the same.

It is with great pleasure that we announce the re-release of first 6 volumes
of Kannada Encyclopaedia published by Mysore University under Creative
Commons License CC-BY-SA 3.0.
CIS-A2K has been following up with the Mysore University since months
requesting them to re-release the encyclopaedia under CC. Being convinced of
the importance of preserving the rich culture and heritage of Kannada,
Mysore University has approved the conversion into Unicode and re-release of
the encyclopaedia under CC to make it freely available to Kannadigas all
over the world.
This is a great achievement for CIS-A2K programme and Wikimedia India
community. We are extremely thankful to Prof. K. S. Rangappa,
Vice-Chancellor of Mysore University for realising the importance of growing
free and open knowledge in Kannada. Thanks are also due to the Mysore
University faculty and officials, specifically Prof. S. Ravi (Director,
PMEB), Prof C. Basavaraju (Ex Registrar), Prof. N. M. Talawar (Director,
Institute of Kannada Studies), Prof Hati Krishne Gowda (then Chief Editor of
Mysore University Encyclopaedia project) and others.
CIS-A2K will be converting the encyclopaedia into Unicode and uploading it
on Kannada Wikisource; that will feed into articles on Kannada Wikipedia.
