I think one step in the right direction is to have a meetup and
that
people show up to it. I tried to do one in Dublin when I was there
last year, but it wound up just being a nice little dinner
get-together between myself and a couple of en-Wikipedians.
I think there's probably more members of this list now, however, and
that a meetup is probably something that can be formalized. What you
need to do, before advertising the meetup is to have a specific time
and place in mind--then you can advertise it to a greater community.
I believe that face to face meetings among potential members go a long
way toward deciding if and whether you're ready for a chapter or some
less formal structure.
