I would insist you to evaluate the Easy Chair peer review system. Once
you submit a paper and mark it for review, the system matches it to
potential peer reviewers and coordinates the process. A demo video can be

Perhaps there are other similar platforms for coordinating peer reviews.
I think we should evaluate pros and cons of each.
I support addition of an amount reserve for such a process. Personally I
am not sure whether Upwork or similar other freelancing sites are the right
choice for such a task.
