I tried the second method, but it didn't work, so

$wgUseDatabaseMessages back to "true"
The second method definitely works. Don't forget that your browser's cache
tends to be extremely persistent! You sometimes need to hit F5 or CTRL+F5
or CTRL+SHIFT+R (depending on your browser) repeatedly until you see
the new translation string in action. ;-)
And there are some translation strings that only get updated after the
action assigned to them is performed next another time. (For instance,
the "changed X's membership from A to B" message will only update its
wording after you change someone's membership next time around.)
