Garrick van Buren and I have been doing a lot of work on making MediaWiki mobile friendly
with a solid skin. We have been working on a new skin called Foreground. You can see more

Note that making a wiki responsive requires close attention to templates. Foreground is
built on the Zurb Foundation framework, and does really well in a variety of
environments.

So far, all the WMF mobile efforts are concentrated in MobileFrontend, and
you'll need it for any real mobile experience. It tends to require a
recentish MW so your decision to upgrade is right regardless. Also, it
might need a change in your cache configuration, poke me offlist or on IRC
and I'll help with that.
