The MediaWiki namespace is protected for a reason, and while some
users have reported that parts of it can be unprotected, the behaviour
is not official and is rather hit-and-miss. Administrator rights are
required in order to alter that aspect of the wiki.

I experienced this myself. I noticed that event though I unprotected
Mediawiki:Sidebar as Admin, I could not edit it. However, I discovered
that when I logged on as my own user identity, I was then able to edit
the page. Hope this helps.
