I seem to remember this being discussed before, and more-or-less
rejected; a big problem is any system where a user can exclude
*themselves* from the right to edit something - either accidentally or
as a form of vandalism - meaning that someone higher up is required to
undo their change. That rules out / presents major problems for any
system where the rights of a page can be affected by its content. Come
to that, page moves would have to be handled carefully in any
namespace or title-based permissions system...
Perhaps a parallel kind of category could be defined instead, for use
on the permissions page - after all, this isn't what the current
category system is intended for anyway.
