You should remove that line. Actually it should be removed upstream as
well -- the rationale predates the existence of the many extensions
that set links and properties. Once that is done, yes, it parses all
pages, retrieves properties, and saves them to the database.

No, it doesn't clear the parser cache. You can do that separately, if
necessary, for example by clearing the underlying storage.
