I had the same problem.
My problem was that my LocalSettings.php was corrupted. It was not generated with the
config page, but copied from another mediawiki installation and modified. The problem was
that the $IP variable at the beginning of the file doesn't point to the actual
installation directory. If I modify this settings, it runs.
