I think server side rendering is not a good solution. This requires a
crazy amount of infrastructure to do a task that can easily be done on
the browser side (or that is how it should be done). Canvas rendering
works absolutely fine in IE9 and I would first explore the
possibilities of using VML, SVG and Canvas on IE browsers. What
exactly is the problem anyways? Which IE versions are acting up? How
is the vector layer displayed (SVG?).

for this on toolserver?
I think in two direction:
*set up Geoserver or somethink like it
*Install new version of mapnik so that it would be possible to give them
parameter for language and article title
