Oh, and another thing. I would be eternally grateful if you'd also 
remove the trailing whitespace from headings:

<a HREF="#Technical_Discussion">1  Technical Discussion </a><br>
                                                        ^
                                                     this one

I don't know about other browsers, but Mozilla actually renders this 
space and thus makes the link underline go further out to the right than 
it should.
