The safest option is to undelete and userfy.  I'm unsure of the backup
status of the archive tables, which hold deleted revisions, but I
believe that they have been regarded historically as disposable, and
their entire contents  have been at different times in Wikipedia
history both purged and lost in a database crash.

If you undelete and userfy the content will be out of project space
but still inside the revisions table, hence publicly backed up.
