Basically, just now, you click "Create this arricle", and you get a
blank screen.

The pre-filling idea is that when you click "Create this article", you
get a screen with skeleton headings, a bit of boilerplate text...
basically, as though someone had edited the page before you and added
some boilerplate. It gives a framework to write around rather than
just the terrifying whiteness.
