This is the same issue which came up with the [[Category:Soviet
spies]]*. I think it would be a good policy (it may already be one)
that categories which deal with extremely POV topics that avoid mixing
the "crime" with the "person". "Criminals" is semantically not
different in English from "People convicted of a crime" though in a
psychological sense it certainly is.
