Last I checked, Jimbo had delegated the ability to make the final and binding 
decision to developers, interpreting the will of the broader community. Which I'm 
sure will be done in due course, if it proves necessary.

The most recent precedent was [[user:SH]], where Tim Starling made the final 
decision, after taking into account everyone's opinion.
