Wikimedia Deutschland has passed a motion against any form of image filtering:

I can't find the actual resolution text, but that post says: "Der
Verein Wikimedia Deutschland lehnt die Entwicklung eines Bildfilters
ab. Er unterstützt demzufolge auch nicht die Entwicklung eines solchen
Filters und fordert das Kuratorium der Wikimedia Foundation auf, das
Projekt nicht weiter zu verfolgen." - "Wikimedia Germany opposes the
development of an image filter. If therefore does not support the
development of such a filter and asks the Board of Trustees of the
Wikimedia Foundation not to pursue the project further."

Now, that could be fun. Something that doesn't actually run on the WMF
servers, funded by people who directly care about the concept.
