[Foundation-l] Strategy document?

Hoi,
If anything I am interested in the "what" question. Once you have an opinion
on what you want to change, you should have largely answered the why
question. There are several things that I want to see changed or
implemented. My "why" is that MediaWiki and Wikipedia are more and more used
by people who use other languages then English currently some 50%.

What:
Localisation - We have been really fortunate in the work done with
Nikerabbit and Siebrand in the lead at Betawiki. A lot of work has been done
to make Betawiki a great environment for the localisation of software,
specifically for MediaWiki. One recent new promissing part of the project is
the creation of articles that can be translated in multiple languages and,
it even has a first iteration of some management functionality to maintain
the translations.

Commons - As I wrote as long ago as 2005, it should be possible to tag all
the media at Commons with labels that show up in the language selected in
the user preferences. This has two benefits; it becomes easier for
Wikimedians to find pictures to illustrate articles and second it becomes
easier for people to find freely licensed material to enrich their work. I
have been working on a proof of concept and it is clear that we can actually
do this.

So for these funtionalities the what and the why are clear, the how has more
then a clear outline and the question is how to move forward.
