[Foundation-l] Board election notice on the English Wikipedia

I think the watchlist is too minor. Established users don't read the
crap on the watchlist anymore, because they already exactly know
what's in there. So putting a notification on top of that won't help
much, maybe only for the few users that look for the first time on
their watchlist. (And then I don't even mention all the users who have
adapted their watchlist through scripts). So I don't think the
watchlist is an appropriate solution.
