[Foundation-l] Board election notice on the English Wikipedia

The board election is coming up real soon, and it is good that people are
notified about that. However, I strongly disagree with the election notice
showing up on all English Wikipedia article pages.

I would believe it would be more appropriate for that notice to show up on
wathclists only, that way any established editor can see it. I think it is just
distracting on all article pages.
