On fr:, we are doing it now.

and the list is getting smaller every minute.
We use the following tags whenever possible:
{{GFDL}}
{{DomainePublic}}
{{FairUse}}
{{LicenceInconnue}} (unknown)
So later on, we can either clarify or remove the unknown licence images.
