The basic problem is that people see the watchlist as private
information - watching someone else's could facilitate anti-social
users "stalking" those pages, etc.
I don't understand why this is a problem. The user will just have to
decide whether they prefer to have their watchlist public or to not use
RSS. A little checkbox (with a warning attached) would be all it takes.
