May I suggest something different in addition. I recently tried
latex-->html-->wiki(pedia)
Since I did not use utf8, the non ASCII symbols got decoded as SGML
entities. That text was well understood by wiki it seems.
As far as I can see, when I set
Transcode UTF-8=false
then your script tries to use some iso8859-x setting. Could it use
sgml setting instead?
