Doesn't have enough information to render the site layout because it
can't access the database, so it has to just print out text without
any interface widgets. Substantial parts of the interface are stored
in the database, like the sidebar and so forth, and rendering the
interface without them would be a) weird and b) too much work for an
error message, which people don't expect to be pretty anyway.
