No one list is necessarily better than the other, but I'd be inclined
to recommend announcing on mediawiki-l regardless, since a MediaWiki
extension might be of use to several others using the software.
If you consider the extension is potentially useful to Wikimedia, or
you're announcing the update of one we already use, I'd be inclined to
advocate mentioning it here (wikitech-l) too.
The possibilities are endless when it comes to getting the message across.
