Rather than have all citations be inline, or even stuffed in the
References section, there should be a bibliography database with a zingy
interface that'll let users quickly add citations and then quickly
reference them in the article. (Extra points if it's centralized, but
I agree. It can't be part of the main article text, though, or it will
break whenever you edit by section.
How about two edit boxes: The first one containing article text, and
location-specific material (including pointers to references, links,
images etc), and the second one containing meta data (reference
bodies, categories, GPS coordinates...)
