[Wikitech-l] first upload never works

Go to upload file on en: wikipedia.

Choose a file, fill in description, check "copyright" box.

Click "upload", wait ....

The browser returns to the SAME page. Fields are blank except for the 
description.

Second attempt successfully uploads the file.
