How I can create a new language?

There already is an "incubator" Wikipedia for this language at this

There's almost no content there currently, but you can create it yourself.
If you want to write articles in this language, go to
http://incubator.wikimedia.org/ and create an account by clicking "Log
in / create account" at the top of the page.
Not follow the steps in the manual for working on a test Wikipedia here:

Steps 1 (Requirements) and 2 (Starting a test) of the Manual are
already completed. So start at step 3 (Submitting the request).
