I'm not sure the result of all this should be elaborate procedure. I
do think it is
worth personally contacting serious contributors who strongly oppose a plan,
and letting them know that they have been heard (and how their
opposition has been taken into consideration / affected the proposed
plan), before announcing the plan to the world.
