I think you mean Today's Featured Article. I don't know of any tool
that does this at the moment. On the English Wikipedia, as far as I'm
aware, a certain user (operator of User:Ralbot) chooses the article
and writes an introduction, all manual.

Hello..., I was wondering..., is there any extension
that I can use to have
a 'Featured article' section in my Main Page, as wikipedia does?
What I want exactly is some kind of tool that admins can use to select an
article for that issue. Best wishes,
Yandry.
