MediaWiki configuration is done through LocalSettings.php, not through
the database. Allowing a Special page to write to LocalSettings.php
would be a recipe for disaster.

I just completed the setup of a new wiki. I
installed it on a 2003

Everything is working great.
I have one question: How can I keep it private?
Is there a way to block the creation of new accounts?
