What you described so simply is (IMHO) pretty silly. Perhaps you need
to describe it better, so people can help you better. If someone who
has been programming for 30 years can't understand it, then perhaps you
didn't make your case very well, no? :-)
At first reading, it seemed like so much busywork that will just
frustrate your legit users while not slowing down a hacker or vandal
one whit.

Either you allow people to create accounts, or you don't.
