The JS is handled via the -, however the CSS is not.
By the way, the system should be changes so that all of them ("-",
"MediaWiki:Common.css", "MediaWiki:Monobook.css",
"MediaWiki:Standard.css", "Special:Userlogin", etc.) will be
automatically available, without the need to whitelist them. Maybe the
CSS should be handled in "-", then we will have to specify only "-"
and
"Special:Userlogin".

I don't think the explicit whitelisting of MediaWiki:Common.css or
Monobook.css are needed, as far as I remember, all CSS and JS stuff at
that level is handled via the - (with a special action applied).
