Actually, a core issue is that we are really interpreting laws for the
benefit of other people. While you or I might be willing to accept some
risk in our private lives (and interpret things generously), as a community
we naturally want to be cautious in deciding how much risk we are going to
tell others to take, and to communicate those risks fairly if they exist.
