Well... no... not sure.

Some Wikiquote editors are not very happy with this, because Jarlaxle 
has made good contributions to Wikiquote and has not apparently behaved 
wrongly. So he will probably be unblocked there.
Imho, such behavior should grant banning from all projects. But 
Wikiquote community does not want seem to want others to make that 
decision for them. A growing issue I guess...

Well, at least, now they know he might be a problem. So will be careful.
