We are not in a position to stop government filtering, but we should
nevertheless not violate mores held by the vast majority of the Chinese
people. I can't say what those are, but we need to pay attention. It is
clear to me that some of what we do does violate American mores. It is the
young who consult encyclopedia and if what we do must be shielded from
children then we are failing.

Sure, but if you don't satisfy the rulers you may not get through to the
people. Same old quandary. Obviously Wikipedia provides an excellent
model for a solution--someone with the approval of the Chinese government
just takes selected Wikipedia content and filters it.
