What's the difference? It seems most people can be divided in the
following three groups: those that only revert once (or never), those
that revert as many times (3) as they can before breaking the rule, and
those that don't follow rules. Whether it's 1 or 3 or 10, the end result
will be the same. Lowering the count would just result in more
administrator intervention, which is not necessarily a good thing.
