I think {{stub}} needs to be on the main article space anyway.  If it
is on the talk namespace, many people, not knowing the Wiki format,
will pass straight over it, think "this site is rubbish - there's so
little here", and we will lose contributors.  Having {{stub}} on the
article namespace encourages people to edit who might otherwise not. 
{{wikify}} and {{cleanup}} are different - they do not encourage new
contributors.
