I don't know that any new rules are necessary though; I doubt
it's very common for an article to get so much attention, but
for all of it to be superficial. Usually somebody develops
enough curiosity to research it in more depth and justify
removing most of the tags.

The documentation for each template could include a sort of
"hierarchy"; people putting on VfD should be able to have the
tag "overwrite" the others, since not much point in cleaning
up or NPOVing an article that's about to be deleted.
