[WikiEN-l] Requesting Arbitration

I have written an introduction to the Wikipedia:Requests for arbitration
article. I suggest that all requests for arbitration be initiated by the
posting of a request for arbitration on that page. Such a posting should not
be made until mediation has been tried and failed. Not sure how that should
be established.

Which parties interested in our arbitration procedures and proceeding might
wish to use.
