In all release branches and the default MediaWiki configuration,
custom namespaces aren't deemed to contain "content" so updates there
won't touch the article count.
I added a new configuration option to SVN trunk a little while ago
called $wgContentNamespaces, allowing the customisation of where
articles can "be" - this wouldn't be too hard to patch into 1.6 branch
too, I'll make a patch and post it somewhere shortly.
