I spent a while confused about proxy blocking based on some related,
outdated web pages. It seems that there are two different
implementations, so I updated the pages at

and
http://meta.wikimedia.org/wiki/Anti-spam_Features
please correct me if I got it wrong, and add more background if you
can.
